It looks like this interacts with "Desktop Pages", which I had enabled, even though I only have one page of icons (I have a dual monitor setup, so it really isn't necessary, but it is enabled by default). When I disabled Desktop Pages, the new wallpaper came up. I will monitor and see if it refreshes properly.

I purchased Window Blinds and Fences for Windows 10 and installed them a couple of days ago. As part of setting things up I set my wallpaper to change every hour, randomly, and set the wallpapers to read from 3 folders I have. One of the folders has about 250 pictures, the other two have 6 and 51 respectively. All of them are JPGs. The problem is that the wallpaper sort of changes and sort of doesn't.
