It has been mostly hit or miss with me. Some games, there won't be a spare planet to be found, but others, I have found "very strategic" habitable planets within the enemies lair. :) ~SDC~

Ok, another random thought from the kid: What if as a requirement of playing higher difficulties, maybe only for maso, you lose the ability to turn off the various victory conditions. If you culturally dominate, you get the cultural victory, if you blast them off the face of the earth, you get the military conquest, if the AI beats you to final frontier - you lose - period. ~SDC~
Agreed, doesn't solve the core issue - AI ineptitude vs. cultural attack. Does offer an interesting twist to the endgame tho. LOL ~SDC~
A thought on Cultural victories. Maybe an additional more dark disincentive is needed. Many of us have discovered that you can turn off the cultural victory condition and still win a military victory (for the points). But what if, even if you turned off that condition, if the total number of systems you "conquered" by means of cultural flipping is more than the number you successfully invaded, the cultural victory condition was forced? I am not saying people play that
