The dev in a University is Alan Emrich. He's not really responsible for that mess: they fired him on April 2002. In my eyes, he's got the benefit of the doubt. I too am more then happy not to have bought it. After so many hours on IGMOO forums, I felt it was stinking... >:(

To make a long post short: We could have Espionage and Counter-espionage with wide options such as in Space Empires IV. (mainly information gathering) And Sabotage would be devoted to special units to build and send the Alpha Centauri way ('Probe teams'). (with options as in SMAC and SEIV: steal tech, blow up things, decrease planets, ...you name it!) :D

Well, if you find out, tell it to all the economists around, cause they have no idea even in the real world! ;) Seriously, it must be a random event. Some sort of cyclic thing where an economic expansion period is followed sooner or later by a depression. What to do? Adjust your economic slider as soon as they say the boom has stopped or a depression has come. Better never let your treasury go red.

Playing with patch 1.02. BUG: If you buy a scout on Earth right on the first turn, you hear the 'coins falling' sound but nothing shows up on turn 2, you just lost your money! >:( It happened 2 times (you bet I restarted each time!), then I chose to wait one turn before buying and...whooplah, everything normal! I was on large map, loose clusters, adversaries at sub-normal, if it helps.
I've seen minor races giving me warships for free when I was at war, even though we weren't allied.
It was well applied in Space Empires IV. I liked to take gas giants dwellers: less planets but bigger. So, there was the % equaling PQ, and the 3 sorts of planets: rocky, ice and gas giants. It could make very in-depth diplomacy and alliances but would requires possibility of multi-racial systems (one colonizing rockies, another gas.).
