I'm pretty new to the game so it's possible I'm doing something wrong or if this already a known issue, but I can't get Enhance Land to cast. Description says it will turn grassland fertile, but when I attempt to cast it, I get the error message "This spell can't be cast on grassland." The spell that turns marginal land into grassland is working just fine, though.
