It is only vagueties at the moment, all I know came from the linked article. This could indeed hurt the indie sector. The question is would this mean them losing more or less money than they currently do due to piracy?

Apparantly his plans are to leave with the cash and his passport and then take the next plane to wherever. Personally, I don't think I'd be able to do that, but I'd like to think that I would (if that makes sense :p ). It will certainly be interesting to see where this guy ends up.
The only combos that can be done are population change combined with something else, AFAIK other bonuses cannot be mixed.
The power can probably be fixed through editing the StarbaseModules.xml, but I don't think it is possible to mod in speed increases.
I have an old laptop under the bed, but the battery's bunk, the CD drive cover is broken and Windows won't boot, so I doubt I will be able to do much with it :P . You can't mod in planetary bombardment, but you could add another invasion tactic that gives a ridiculous boost to you.

After getting through the rather shambolic download process yesterday, I am currently using Firefox, and although the new features aren't as impressive as those added in FF2, there are a lot of little things that I really like.
There is no easy way to add them, certainly not with the editors. Someone found out how to edit the savegame to customize them, but I can't seem to find the thread.
If you want to restrict a tech to a certain ethic, you just add tags to the tech's definition.
I have taken the artificial planets feature from THHGTTG mod and released it separately. This mod replaces econ bases with a new type of starbase, artificial planets! Unfortunately they function like starbases, not planets, but that can't be helped. Also, starbases and artificial planets now have to be researched.
