I build a specialized Sensor ship that has upgraded weapons and sensors. I never use the stock Scout ship - although this is true for virtually all standard ships excluding the Defender. (I use the Defender just to get some early military presence while I work towards upgraded weapons that are more worthy of a specially designed ship.)

The other thing I have heard is that disabling "Tech Sharing" might help with this issue. The assumption is that one or two military AIs develop a weapon, then share it with the other AIs through trade. Once all of the AIs are started down a weapons tree, they keep specializing in that weapon until they see a need to switch. I love this change. It means that it makes more sense to scout planets than do a mad rush. Understood - but I still say that you can't separate the two issues of their program and your computer. If the problem truly is in the program, then how does the program work on my computer? If I am not mistaken, you can decommision a starbase. Just select the starbase and you should see the command option on the left of the descriptive section. You get some money back (not enough to make it economically advantageous, by far), and the starbase disappears.

I've seen questions on race abilities and bonuses before that ultimately boiled down to: "Yes the X civ does get a 20% morale bonus vs. the other civs - you just can't see it on the screen becasue of incomplete disclosure." I think this situation is similar. When you attack a planet, the screen displays your soldiering bonus and tech advantage. There is a slightly random element - I think it is mainly attributable to luck. (This is one way that the "luck" civ attribute can help you.) I have had battles where I had 1,000 soldiers, and the target planet had 10,000 soldiers. The "die roll" was something like 5:1. On a pure numbers basis, I should have lost all of my troops and the enemy should have had 5,000 left. I did actually lose all of my troops, but my target only had 4,940 left.

Also, if I am not mistaken, the soldiering bonus is at least part of what makes up the advantage factor. IIn other words, the two numbers are related to each other, not seperate inputs to the battle factors.) The advantage factor usually seems to be the soldiering bonus divided by 10. Again, AFAIK, you do get an air superiority factor of 5 added in if you are the attacker. This is applied to the advantage factor, not the soldiering bonus.
