Is that the "Let Start11 enhance the taskbar" option? If so, then yes.

After updating Windows today (KB5086672) (26200.8117)) my top aligned taskbar no longer pushes desktop icons down, but instead overlaps them. This happens in the 2.6 release and 2.7 beta.
