Playing Synthetic. Upgrade shows it is earned with Colonial Engineering tech, but upgrade not available to select.

Is it actually not allowed for Synthetics?

I did confirm this and posted. It is missing from Synethics because it has multiple tech requirements and one of them Synethics dont have access to it.
