I am fully up to date on Steam, but what do I get pop up release notes in game for version 3.1 even though the main menu of game says 3.7?
Is something broke with my install?
No it is there for everyone. They included it awhile aback, but don't seem to keep it up to date. If they aren't going to keep the notes up to date in the game they should get rid of them.
Its intentional -- 3.1 introduced some major gameplay changes that we felt important that players should be aware of before starting a new game. Having said that, it's probably worn out its purpose and will go away at some point.
