This has happened on numerous quests. and I don't remember their names. but I often remember them from earlier playthroughs, where they where finishable. And sometimes they are finishable in later playthroughs. so its not a specific quest, but rather a bug that is affecting the continuation of quests after a battle.
Sometimes reloading the autosave right before the battle helps. and sometimes it doesn't.
