What does the colored ring mean?

In the bottom center of your screen is a circle which displays the icon of the currently selected thing, be it a town, unit, etc. Around the outside of the picture there is a colored ring (sometimes). Last night my Sov had the right half all blue, but the left half was empty/missing. My town had a ring that went from the bottom up and around to about the "1 o'clock" position, and it was red, blue, green and yellow...

I thought it might be a mana/health indicator, but you already have one of those so it would be redundant. And the multi-colored city one has me completely baffled. Anyone know what it is supposed to mean?

And yes, as a matter of fact I did read the manual. No help from the tooltips either.

For the Sovereign, it actually is mana (blue) and health (green). For the city, it's population, the ring fills up as each level of the city advances to the next level, then resets.

Ahh, population... the coloring doesn't mean anything then, just how far the ring goes around. Ok.

And for the Sov the green bar must have gotten lost in the underlying picture, all I saw was the blue and my Sov was at full health. I'll look again.

yeah, I'm kinda cheap like that. Why buy a good metal ring when I can get cheap colored stuff like plastic. The kind of rings that half disappear when your dudes are being beaten or otherwise busy are the best. No commitment.

You know, if you're interested, a friend of mine has a gold ring that he got as a hand-me-down from his uncle that he'd like to sell for really cheap. It's just a smooth gold ring with no stones or markings on it, but the thing looks like it's brand new; no marks or scuffs on it at all. Supposedly if you heat the thing up a bit you can see some kind of writing on it, but I think he was just saying that to try and sell it faster. It really is a rather plain ring after all. Still, if you are looking for a ring for cheap, I could let him know.
