Let's all play nice. There are enough dips#!t threads as it is. I'm still curious about the starbase issue. So you have a starbase. It gets toasted. Another civ builds one on the same spot, and it's showing up as being yours? I'm also assuming these are resource-mining starbases?
Then there is the issue of starbases that were once mine and captured by the enemy show up in my list of starbases, . I could go on but as many of you know, the list is quite exhaustive. This game feels like a beta. Starbases can't be captured; they can only be destroyed. You can sell/trade/give

Your relations have to be 'Close' before the Alliance option is available.
There's the planets/ships window you can bring up with the left-most button on the control panel. It will give you a list of your ships -- click once on the ship to jump to it on the main map. When a ship is selected, its destination is shown on the control panel.
I think I remember the 'official' numbers being between 0-26, but they can theoretically go higher.
If this were a more tactical game, I'd also push for a hex-map, 'coz I'm a big fan of those. I don't think they're really necessary here, though.
1. The spending rates change because you have different capacities for each emphasis. An example would make more sense. Say your main economy slider's at 100%, which is giving you 60bc spending. Now each planet generages its shields, hammers, and flasks, and each one used costs 1bc. So let's say your planets have a capacity of 15 shields, 25 hammers, and 20 flasks. I have not tried it yet but can you add two contructor modules and then upgrade two parts per contructor ship? No. Only one module per constructor will do you any good.
You do have to research certain techs before you can build specific modules.

Why should they have to tell you they're declaring war? A sneak attack is a perfectly legitimate tactic; I use it all the time.
You didn't notice when they were attacking you?
My guess is that people aren't residents of starbases; they're stationed there. They pay their taxes at the planet they "live" on.
MGagne and Skillet -- were the races you gave ships to minor ones? I haven't seen this problem, but I've never given ships to minor races. All the posts here, though, have been dealing with the minors. Maybe there's something in the code that keeps them from expanding that also keeps them from using gifted ships.

Because you're playing a scenario. The point of the scenarios is that you're playing under certain limitations and/or conditions, and you have preset goals. If you don't want to play under those conditions, you should play sandbox games, where you are allowed to decide what makes a win and what doesn't. I always get luck. I try to usually get planet quality, too. After that, I tend to choose my extra abilities and party based on what kind of game I'm in the mood to play.
Because the whole point of a 'victory condition' is that you have achieved victory when you've met it. As was posted earlier, if you want to play a game you can continue until you've wiped everybody out, start a sandbox game and deselect the other victory conditions.
The campaign runs under certain conditions -- no trade techs is one. I haven't played through the entire thing, so I don't know if it's like that through the whole campaign, but I assume it is.
You don't. Repair for ships and starbases is automatic; you just have to give it enough time.
Use the one that came with your box. The one you downloaded is meant to be temporary, so you could play until your box arrived. I think it'll expire after 30 days or so. To update, hit the 'Update Serial' button on the splash that comes up when you start the game.
