I've only seen it twice. Was wierd when i've seen it too. Like the lights would be in the water, for example.
+1 speed, +20% influence +20% diplomacy, and pacificists party. Works every time.
I actually saw another one today, on a drengin planet I took over from a surrender. So that makes 2 ever city lights seen on a planet. This is very early game

Its a bug, yes, but its a VERY VERY VERY minor bug. Probably far worse and more important issues at the moment for them to work on.
I've only ever seen lights on one planet, a fully built up mid/late game planet with 5 billion pop. No other planets, even with 20 billion people, have I seen them. Also NEVER on earth. I think it only works on a few of the textures. Also i've had a class 17 planet with 26 billion, no lights. <TD class="mb-Body-Quot
IGN gave MOO3 a 9.3... their reviews are never a factor on anything if they are good or bad.
It seems that whenever i have 5.1 sound on set in windows bass gets incredibly high. To the point where it is shaking my house.My bass settings are low, however it seems to only do this with the song the "theme song" it plays when you first enter the game.
I have fully built up planets of all mid game technology with 10 billion population. No lights at ANY of them. I also have a GF6800 so i know i can support it.
This isn't something that annoys me or anything but I was wondering. In some screenshots the game had something like city lights on the planets, is that a graphics option or something? For some reason that doesn't show up for me. Its funny that this is my only issue with the game, goes to show how refined it is...... i dont even really care about this just wondering how to enable it or if its still a feature.
I remember in the beta if you did, say, name your homeworld "Sol" you would get the Sol system as your starting system. Is that possible in this? I tried recently, with sol and earth, it it doesn't work.
Been wondering this: In Galciv 1 the interface and music changes when you change alignments, does that happen in this!?
sounds like a good idea, Valve did this with their games lately and its worked well for them. Stardock Central is basically like their Steam. I agree with you, their really is no reason to take this pic at all. Especially at THAT many points. Franco is right though, PQ doesn't mean too much if you have certain bonuses. That is besides the point though.
I was wondering if their is plans for adding a custom starting system for custom races. As it stands now its either random, or you can put some star in like SOL and it will be the humans system. Is their any plans going ahead for maybe a point based system, ie. like how every other custom race feature in handled, that can be used for creating star systems? I know you can do so out side of game by editing an XML file but it should be more mor

IMO a lot of these class 0 planets should be from class 1-10. You NEVER see any of those in game, why do they even exist? Sure they are useless but they should exist.
