Unless you have saved the installer for an older version, you can not(have you checked your downloads as suggested above ?). Only the latest versions of all Stardock products are available for download.

It should show 11.07, so something must have gone wrong when updating. Apply the default Windows theme and uninstall Windowblinds. Reboot. Go here C:\Program Files (x86)\Stardock\ and delete the Windowblinds folder. Download Windowblinds from your account page https://store.stardock.com/myaccount/products and install Windowblinds. This is what the about screen should now look

To my knowledge, this skin was never updated to work with Windows versions after XP, although as you mentioned, it still looks pretty decent on Vista/7/8/10&11. The creator stopped skinning around 2012, I think, so an official update to it is unlikely to happen.
