Cheats?

Would cheats be considered 'Mods'?

They do MODify the game, in one way or another.. well, many of them do.

No, not really. Cheat codes are part of a game, so they aren't mods. You could probably make the case the trainers are mods, but they don't really fit the standard definition. Adding a new faction to Dawn of War would be a mod for that game, or changing the graphics in Civilization III., etc. So would total conversion mods (making new games out of existing ones by extensive modding).

Well, with cheats I was also thinking Trainers, and they do "MODify" the game. But what you mean by modding community is probably creating some new content or alternating existing one.. [something you could also do with a trainer, although most trainers usually end up giving you some sort of advantage (or disadvantage) in the game, instead of creating new 'options and methods' ...]

One thing I have noticed is that you are allowed to upload cheated results from your GALCIV games to the galciv com pages, and thereby increasing your score. Is there some method available for a trainer creator to 'flag' his game as a cheated game, so as to make the upload-game-results-to-a-web-page-thereby-giving-the-player-a-"wrong-score" impossible, or any plans to implement such in Galciv2?

Well, if you have really cheated, the score is 0 and flagged as anomalous. And mods added to Galciv can be used by the AI. So I wouldn't use the term cheat. Cheat is when you have an unfair advantage that the AI can't match. Adding something to a game that the AI can use isn't really cheating.
