How to just ask a question?

I just need to ask a question to the appropriate person and am going nuts going-around and around and around trying to find who to contact or where to post. Anyways, please, if you can, do you have an ETA on MGiff's IAFF update being posted? Is there somewhere here in the LA City of WC where an administrator can be contacted?
