Best program for cursor creating?

I've seen so many wonder cursors for CursorXP and have downloaded tons of them. Now I think I'd like to try my luck and making a few myself. What is the best program to use?

I personally use Photoshop and Fireworks. Both can edit the .png format which is the best (if not the only) format for the cursors in CursorXP.

Umm...photoshop DOES do pngs, Xav.

line up the png's for your animation with AniUtil which you can find the link to download at the bottom of this page.
