just got chance to build theatre of the winds for a CONCLAVE city

ordinarily the theatre building can only be built in a TOWN not a CONCLAVE. I looked up theatre of the winds in the in game encyclopedia but it is not listed. nor did a google search reveal anything

what causes this building to be available to build??
