Error starting game after updating new version

Hi all, I just updated the latest version, but I cannot start the game, it shows this line "Application load error 3:0000065432" What does it mean?

Please help me out!!!

Try these steps. It has resolved the issue for some in the past for the 3:0000065432. They are pretty generic but tend to resolve many issues. 

1. Verify the Game's Integrity
- launch steam
- click Library tab
- right click the game
- click properties
- click the Installed Files tab and click Verify Integrity of Game Files
2. Try disabling your antivirus if your using a third party one. They can sometimes be over aggressive
3. Uninstall and Reinstall the steam client
- Windows key + R, type appwiz.cpl and Enter to open Programs and Features
- locate Steam and right click and select uninstall
- restart your PC and download and reinstall steam
