Won't spawn interceptors?

I think I am just missing out on a mechanic here, but I can't seem to get the tier 2 Merc carrier Hivebase One to spawn any interceptors. I have sufficient logistics, I think, an extra 20 or so. Is this a bug or am I missing some element of crucial research/mechanic?
