Tile created by ideology coincides withe terraforming (small bug)

I'm afraid I  don't have a link to this one.

Many moves ago, I was terraforming a tile on my home world (Altaria) when I cashed in the extra tile ideology (benevolent top row four along), By chance this chose the tile I was in the midst of terraforming and I happened to notice since I was wondering whether my luck was in with the random(?) choice. I therefore cancelled that terraform but have no idea what would have happened if I hadn't - maybe some sort of memory crash?

Has anybody else ever experienced this. Presumably the tile being terraformed should have been removed from the list of possible choices.

I believe I've seen something like this. The lower level terraforming improvements have fewer tiles they can unlock than the higher level ones. At one point I had a planet with an unusable soil engineering improvement. I selected it in the right column, but no eligible tiles were displayed. Something like this may be the culprit.
