Can't figure out how to fix broken files.

When I am in the game and click on the tech tree, it takes about a minute to load and some of the techs say "Missing Info" instead of the name of the tech.  I selected verify integrity of game files and it replied that 3 files failed to validate and will be reacquired.  Run verify a second time and all is well, the files are fixed.  Turn the game on and have the same problem.  Turn it off and verify integrity and 3 files need fixing again.  I turned off Steam Cloud synchronization, deleted the directory for the game from My Games, uninstalled the game, and reinstalled it.  The problem remains the same.  I have not even had the game very long, but it was working yesterday.  When I play a previously saved game it works fine, but I can't start a new game because the tech tree is always broken.  How do I fix this?

Properties/Local files/Verify.

It sounds to me like you have mod conflicts. Main menu bottom DLC Synchronize.

Try redownloading direct x.

Thanks for the help.  I figured it out.  I uninstalled the game, then went through and deleted all the game files I could find that uninstall did not remove.  Then I deleted all the entries for the game in the Windows registry.  One of those fixed it.  The game just needs an uninstall option that does the whole job instead of leaving a mess behind.  I do appreciate the suggestions.
