Recently downloaded GC III Crusade, and I find that the GOVERN tab does not show a "wheel" to set priorities, and that ECONOMY tab does not even show a slider to set TAX RATE. This causes a lot of problems with Funding and Approval Rates. Anyone have any idea why these things are missing in the game? Tutorial shows them, but I don't have them.

The wheel was removed and replaced with the citizen system.

The tax slider should appear in sandbox games. Are you playing the campaigns? They follow the rules that where when they released.
