Commander - Exterminator Upgrade

How to exterminate all life on a planet

Hello,

I have upgraded a commander using the Exterminator ability. I have attacked a planet, expecting all life to end, and I get a window popup indicating that only fleets with transports can attack a planet. When I look at the planet, it still has a population of 4.8. How do I use the Commander to eliminate all life on the planet?

It's a bug. When we promote a Commander to Invader, the transport has no legion.

Edit: It's a different bug, I haven't tried the "Exterminator" promotion yet.

Yeah, I know this post is two years old but I'm having the same issue as the OP. Promoted two Commanders to Exterminator but the command ships never upgraded to spore ships so I get the same result as the above. Those particular commanders are shown as Exterminators under Citizens - Summary, but they don't do anything. Any suggestions or is this still a bug?
