Where did Hypergates go?

I just got the Retribution expansion, and I cannot figure out how to build hypergates.  I saw someone said you have to research "spacial manipulation" but that does not show up in the tech tree?  I am running a "mod" but the only changes that I made were to add planets to my starting solar system.

Spatial Manipulation is in the Colonization tech tree between Artificial Gravity and Interstellar Travel for me, playing as a carbon-based life form.  What race are you playing?  Silicon or synthetic maybe?

Once you have that tech you should be able to build a ship called a Stellar Architect. It requires an administrator just like a colony or constructor. Each architect ship can build a hypergate, and once you have more than one of them you can connect them to form hyperlanes.
