error on startup

I have Rebellion thru Steam and have gone thru all the "general" help forums all the way through the clean start up.  Always the same result.

When I launch the game at the Stardock Portal, I press play and it stays on a black screen and I get an error along with a error log. 

I have a windows10 machine, disabled the firewall, uninstalled and reinstalled about fifty times now.  

Any help would be nice.

Just a little follow up

When using the Dev. launcher, error-> 

Failed to Create D3DX Effect '.\PipelineEffect\SetupDefaultStates.fx'...
NULL 

and continued errors after that as well

Re-install Redistributable Files:

 

Navigate to where the game is installed (default locations below):

 


64 bit operating system: C:\Program Files (x86)\Steam\steamapps\common\Sins of a Solar Empire Rebellion\_CommonRedist

 

Once there, please run ALL of the following files:

 

\_CommonRedist\DirectX\Jun2010\DXSETUP.exe

 

\_CommonRedist\vcredist\2005\vcredist_x86.exe

 

\_CommonRedist\vcredist\2010\vcredist_x86.exe

 

After, please reboot and try to run the game again.

^^^^ The _CommonRedist file does not exisit, therefore I can not find the mentioned files.

I tossed my computer into the bathtub and it started working ;p.  I was able to find the above files in different places and ran the exe. files.  2010/2012/2015/2017 files.
