I just got all the expansions for Galactic Civilizations III but now I can't seem to build any ships larger than small except cargo based ones, anyone else having this problem?

You have the required tech? (Orbital Construction, Zero Gravity Construction etc)

That was my problem surprisingly, I've almost completed the "Age of War" but somehow hadn't gotten those.

You can enter the age of war without those. They are in specific hull techs. Starting with orbital construction. It's a research choice.
