MODs arent showing

I have enabled Mods under gameplay and restarted the game, and steam.

I am only trying to test other mods off the workshop, not my own.

I have the game via Steam, and cannot find the 'prefs' file anywhere on the drive, let alone folder. But as per point one, I shouldnt have to set it to '1'?

I have only the basic paid-for GC3 game, not the Crusader / other DLC add ons. Are those perhaps needed?

 

I simply cannot see any MOD's I download. None of the new Civilisations and none of the ships. Cant find a single forum hinting at what Im missing.

Firstly, content from the workshop is not classified as a mod, so you do not have to enable mods for this content.

There is currently an issue with the game syncing workshop items subscribed prior to booting the game. To fix this, simply use the steam overlay in game and subscribe to one item. It will the sync all content subscribed too in or out of the game.
