Why Can't I move my Citizen Administrators to another planet???

Homeworld reaches capacity of Admin's but I cannot find a way to move them to another planet.

So I got about a third of the way into a new crusade game was, running first in most categories, when I suddenly got the message that I had too many idle administrators and that I need to move some of them to another planet. (presumably to free up slots) The problem is that I cannot find a way to embark them on a ship or move them off world to another, I have had no problems sending scientists, workers off world to other planets but not so Admin citizens. Exacerbating the frustration is the fact that I have been unable to find any solutions to this issue anywhere. I've searched the internet, this forum etc. - but found no answers. Is there anyone out there who has managed this feat? Or is it, as I suspect, a feature which is not active yet????  Anybody out there who has found a way? Please advise  thanks

You promote administrators to ministers, thus freeing up some slots and getting some more administration points.

I understood the promote option which isn't available to me due to the lack of Epimetheus Pollen. My point was that the warning sign said "move your admin off world to enable more recruitment..".So they should either change the warning to PROMOTE admin if that is the only way out of this dead end :P Or allow the admins to board ships and head for other planets.

If you promote admin to a mobster, you can move them to a planet.  Although I'm not impressed with the bonus mobsters give at all.  But--under some circumstances where you are overflowing with promethion, and not so much with epimetheus, it's still better than nothing.

Try trading things for some epimethus pollen if you can.

Thanks Tetleytea, and tasgilt, I did indeed invest in some pollen gathering actions and have now been able to promote some admins, gotta say that I didn't see an option to send off world when I did promote they just were used up and eliminated. But I will review further to see if I can decipher this. (BTW love your user name I am a two teabag Tetley drinker myself :d )

The text is misleading on this point.  Admins can never be allocated to a planet, just promoted and retired.  This is (I'm sure) just the default text for when all citizen slots are filled.

Edit:  Unless you promote to a mobster (which I've never done), in which case they can be moved to a planet

Tetley's my high school nickname.  Some of my classmates' nicknames were worse.
