What exactly does this ability add?

Some of the tooltips for abilities are pretty vague.

There is a special Mechanic Citizen you can hire but other than that there is very little that Stardock has delivered yet for Cyborg's.

Gives you a mechanic citizen, each one giving +1 move for ships.
