Question about Crusade, Farms, and Population

I'm stoked by the upcoming change of Food from a local to a global resource in the Crusade expansion, I really am. With this, I can really go all-out in specialising my colonies to better serve their purposes. All I need to do now is designate one of my early colonies an Agri-World - building nothing but Farms and maybe have a Farmer Citizen take up residence there - and that's my general Population needs satisfied across the whole of my empire. I can now have Forge Worlds and Research Stations that need not waste any tiles on Farms, and can instead build more of their respective buildings. What's not to like?

Well, the question is... how am I going to create Hive Worlds - with nothing to offer except Population - now? In vanilla GalCiv3, that can ironically be done by building nothing but Farms (just like I would do now for Agri-Worlds), but I'm not seeing any way to pull it off under the Crusade system, at least not by what the devs have shown so far?

Anyone have any ideas? Can anyone point a dev to this question?

you all ready get two power plants. Aren't you getting a little greedy while the Yor got screwed with theirs. How about balancing this out instead.

You need to build cities to increase the pop-cap

Ok that has to do with wanting a planet of hives. I guess if everyone could have a planet of power plants that would at least attempt to Balance that. If the thalans  got something so overpowering as a planet of hives then everyone else Should have a planet of power plants ability..

Ah, I see where the confusion is. No, I wasn't talking about the Thalan Hive; I was talking about the concept of Hive Worlds in WH40K; nothing but population.
