Ideology - Quantum Leap (and similar)

Question, are the awards from Ideology continuous or a one time award?

For example Quantum Leap (Benevolent) grants each colony +5 research, will this effect new colonies when I conquer them or just the ones that I current have at the time of selecting(taking) it?

Not sure, but i would guess no on the basis that the ideology that grants each existing colony a new tile will not work for any new colonization or conquest after that point in time.

The +5 per colony bonus should be more akin to the effect of the hyperion matrix or research cloisters or relics.

Meaning: Yes, it most likely applies to new colonies aswell.

It applies to all your planets regardless of how and when you get them.
