Convert Starbase over to another type

It would be nice if you could convert a starbase over to another type with some carry over.

 

For example when I first start attacking things I usually create either Culture bases or Military.

But then after I settle the area, I want/need economic bases and often I've put a lot into the existing bases to keep the safe (all the military (non-military) base upgrades. 

 

It would be nice if you could carry those over, and/or even get some rebuild capabilities from existing infrastructure.

It would be very nice to have the anchor/unanchor feature added to starbases as well as shipyards.

but then you could keep moving your influence starbases forward and the AI wont know how to do that kind of strategy..... ok disable starbase anchoring for higher difficulty levels - problem solved.
