Can't conduct diplomatic actions with humans in multiplayer

I started a multiplayer game for the first time with 3 computers and 1 human. I was able to conduct diplomatic actions with the computers, but double clicking on the human species planet in the diplomatic screen did nothing and the "Speak to" option was greyed out in there ranking window. Is there some other way to conduct diplomatic actions with humans that I am missing?

Use the Power graph from the galaxy view (Right hand side, change from Mini map to Power).

You can also contact an AI player, then use the sideways arrows to move from faction to faction and get to the human player that way. It is obviously a workaround for a bug, but it does work.
