Minor civ wants...

Minor civ wants me to give him money in exchange for "open borders".

What borders! He doesnt even have borders! Who is he kidding?

And btw, do these minor civ guys ever colonize? I dont think I have ever seen them do it. I think they should colonize and be able to promote themselves to a major civ in-game after passing some sort of minimum requirement. Like...after colonizing! And then they can have borders. Now we are talking! (though I would still turn them down flat and enslave their race, but that is a story for another time).

Minor civs don't build colony, transport, or trade ships, have no influence, and cannot be culture flipped. That's just about everything that distinguishes them.

Currently they don't do much of anything except ask for pity money. Go ahead and invade that minor, that'll show them what you think about borders.

Which is sad.

Minors should add a special something if peacefully acquired. Preferably something more unique than +5% to this or that, but even that would be a improvement.

Oh, and obviously a way of acquiring them peacefully through doing them favors and not culture flipping, which they should remain immune to.

Simply having them make trade ships would make them valuable. That's potentially a vast amount of income that you should want to protect - or destroy to weaken your enemies. Simple but pretty effective addition I think.

I'd like to see minors be able to join your empire in a federation type system. They can stay autonomous, controlling their own planet, but produce units, research etc for you. They could be indirectly controlled through a governor/senator which Frogboy wanted to implement in the game, and sort of like puppet-states in CiV. In fact this could be expanded for your other planet: each sector governor controls a few planets depending on your political system. Having different shades of your influence colour could also add some interesting graphical flare to a federative political system. Of course this being a game you might also need to be able to take control of a planet and order it directly what to do (unless it was a former minor).

But year, minors now are a bit annoying, always asking for things they can't enforce.
