Well at least the ai is building out properly. 

 

Did you use just ONE transport and how many troops did you have on it and what invasion type did you do?

Yes, one transport with pop 3.

and what invasion type did you do?

I used Information Warfare as I wanted to get the planet up and running ASAP otherwise I would have only had a pop of 1.x to start off with...
