Depends on your definition of playing. If by play you mean run - then yes, he should be able to run the game. Enjoy, however, - only if he's a masochist.
That integrated graphics card is a real bottleneck to deal with, if that was better then he'd be able to run the game easily. A pity that thing is what he has.
I think once beta 7 comes out he could run the game at 20FPS if he plays at a low resolution, something equivelent to 720P, as in beta 7 we get a new UI which heavily improves this games performance. However I think he would struggle if there were more than 4 players, or if there were 4 players in the late game. I will say though that because of steams refund policy, you can always try it anyway, but wait till beta 7 is released before you do, it's unlikely the game will run any smoother after that.
On Intel HD Graphics 3000 on the lowest settings I get an average of 11 fps with 720p and 7 with 1080p. Despite 25% improvements over beta 6 it's um... barely noticeable.

That video card is below min spec. I would suggest your friend obtains a faster/newer card. I've responded to your Steam thread as well with the min spec.
Yeah, I figured as much. I am going to give him my old GTX 630 when he upgrades his PC
