101 winter wind is not working

In a previous post you (SD) said it was fixed. Don't know what i am doing wrong but it is not working for me. In the save below, select army with Dorgon, cast winter wind, select arctic tile 9upper right). Visual and sound effects work but Dorgon and his army are not teleported

Did you start a new game or is that game continued from 1.00?

It was a new game started in released 1.01
