What does the Onyx Throne building do?

The description is that it provides 1 skill, +1 for every shard connected to the city. The summary just says, "Provide Sovereign Skill." I assumed that meant a sovereign ability, but after building the throne nothing seems to have changed anywhere.

Alright, I think I figured it out, I believe it must add directly to the Sovereign Skill Points that are produced every turn that you manage through that Manage Magic thing. There isn't a tooltip that pops up to show that you're getting points from the Onyx Throne on the Manage Magic window, but that's my assumption.

It would be nice if in the City Summary (or the Cities report screen) you could tell how many crystals are connected to the city.
