A falcon is high flying, super sighted, fast bird.
What we have is more of a blind snail with very bad path finding. 
It takes a valuable hero skill spot so give us a little more, like ...
+2 or 3 sight over a std scout
no terrain penalty - it is flying after all
+1 or 2 moves over a std scout
Probably no easy fix for the poor path finding, but the above seems like something you can slip in.
