Winter wind still not working in 1.0

Got the ice lord hero and winter wind skill. Cast on arctic land, get sound and particle effects but unit does not teleport

I'm seeing 'Winter Wind' work properly when...
- Drogon is in an army

- Drogon is NOT in an army

The spell fails when...

- Drogon is stationed in a city

- Drogon is in a ship (takes the ship with him)
