Starting Civs right on top of me

Hello all - I've noticed something strange with almost all of my random-map games. I always choose a Huge map and anywhere from 3-5 other civs, and every single time (without exception) there is another civilization literally right next to me. I tried generating a huge map with only 2 civs and I still keep having a civ right on top of me. Is this normal, a bug, or is there some setting I am missing?

In my random large map game, after almost a hundred turns, I have yet to meet anyone. Other then the Sorcerer King, who keeps offering me deals I can,t refuse.

I met a couple of minors at last. I cut loose the pet wolves I was getting and sent them out exploring.
