New City Improvement "Destiny's Flame" for all cities to reduce the doomsday counter

Number of monsters the SK can spawn is increased by the # of shards destroyed.

Varied up the SK monster composition a bit to be less repetitive.

Monster units get 1 XP per turn.

SK doesn't get super aggressive about your cities until threat is 3.

Bugs

Fixed a bug that made it difficult for the SK to spawn monsters late game.

Fixed a major bug that caused the rivals to not be able to spawn units after turn 10! D'Oh!

Fixed another bug that was preventing rivals from spawning units.

Rivals will tend to spawn a unit every 8 or so turns.

Dominion and Escape given icons (you can get these spells via quests)

Replacing the can't settle tooltip of: "Must build on tiles that provide Food" with "Cities must be settled on Fertile tiles. Fertile tiles have Food yield icons above them."
