I think I am able to destroy the entire resource... doesn't matter if it's 3 or 1. The description says otherwise.
If you can reduce a high resource to flat status, that should be a bug. Otherwise it is working as intended.
I think that's what is happening... always flat.... need to test it rigorously I guess...
