couple of bugs I saw last night

I played a game last night [non opt-in] and ran into a couple of bugs.

1) I can stack bountiful harvest (+3 food) on a city making the +1 food enchantment worthless.

2) I couldn't cast road or earthly familiar on swamp forest terrain.
