5.3 - Bug, annoyance or work in progress

So, I've never actually SEEN this happen... but it APPEARS that the factions can settle areas under control of monsters.  Judging by the nearness to monster layers I've found some of their cities, it seems they are breaking the rules.  Which is REALLY annoying.

In addition, are the factions armies and settlers completely immune to being attacked?  I watched them zip right by several roaming monsters who ignore them in favor of more tasty meat (ME!)

And also... they don't seem to react to each other... I would think enemies would attack one another, but they don't seem to.  I watch a yeti patrol sitting right next to a dwarf patrol.  We need to see some stink fur vs tiny handed dwarf action!

I believe this is an old bug from Legendary Heroes (where you had AI's).

 

I think that Brad has explanined that monsters and AI's move simultaneously. So if the monster plans to target an AI army or settler, the monster and the army/settler will move simultaneously. This then becomes a catch the mouse, as the monsters will never engage/hit the army/settler as the army/setttler won't be in the tile at the time the monsters arrive. This way the AI can "cheat" its way past the monsters (albeit not so much as a cheat as it is game design flaw). 

The obvious solution would be to let the monsters and AI have their separate turns.
