how is voting power calculated?

Sorry if this has already been asked somewhere else but I've scoured (I think) the internet and manual and can't seem to find an explicit explanation. Can anyone help?

 

I just want to know what exactly determines the total percentage voting power each player has? Influence? Population? Both? Does one's diplomatic reputation somehow go into the equation? Thanks for any insight!

This is as good a place as any to ask, I'm just not sure anyone knows (at least I don't).  I would guess it's related to faction power, but I don't know if it's just that or if something else factors in.
