War 'weariness' query for devs

There's an allotted time between when a Civ declares war on another Civ and when peace can be declared between the two. What I'd like to know is after this time has elapsed how is the AI programmed/threaded? to respond to loss of planets, cultural borders, starbases, ships, etc. I ask because I've noticed that the AI will not attempt to give you something when it asks for peace, but when you're doing all this destruction and planet take overs the AI still demands a very high price for peace. Seemingly despite such great losses. So how does the AI decide when to sue for peace or what it will accept in trade for peace?

The AI does get tired of war. I was at war with the Drengin for 30ish turns and they valued peace at approx 1600 credits worth of stuff. I don't know if it's the number of turns (which is tracked on the report tab) or the fact invaded all but one of the Drengin's planets that they offered this deal. I usually just exterminate but I'm now seeing a benefit in offering peace deals and finishing off the AI later.

I understand the AI does get tired of war, but I am curious as to how it determines this. Relatively how many planets taken over, ships/shipyards/space stations destroy it takes for the AI to offer or agree to peace and how it decides its value. Or maybe its determined by how much military power over all the AI has lost or maybe once they've reached a certain amount below the opposing factions military might. Etc
