Bug? Can't delete Intimidation Center

Don't have the tech for it

I captured some planets and they have intimidation centers. I can't remove them from the planets. I'm thinking this is because I don't have the tech. I can remove other buildings from the planets.

Any of the buildings that supply "points" for the ideology trees cannot be removed. This is to prevent farming of points.
