How do you use the Decalon?

I know that the Decalon lets one place Arcane Monoliths, which are instant, cheap outposts wherever you want, but I can't figure out how these spellbooks are supposed to work. I purchased the Tome of the Inferno for Procipinee, and, supposedly, it's supposed to let her use fire magic. But the equip button is greyed out. When I double click on it, it does nothing.

 

So how do you actually use these things?

In her inventory, select the spellbook. In the lower right corner of the window a "Use" button should appear.

Or if you select Procipinee on the map, the book should appear in her unit window. You can just click on it to use.

And FYI, you can purchase those books for any Hero and any faction. As long as you are able to shop in Procipinee's land (or any custom faction with that trait) just go there, purchase, and use.
